A contemporary and well appointed hotel, there are predictable reminders to always wear facemasks. One such sign is at the Registration Desk. The use of masks by employees is irregular and unmonitored, but guests generally do not use masks in either large or small closed areas. Elevators, for example, are crowded and maskless. When my companion asked one such group to use masks they feigned a lack of understanding, though he translated into Portuguese, since they were speaking Portuguese. Ciudad del Este has a notoriously high incidence of Covid. The Manager of the Hotel politely explained to me all the complexities of having laws that regulate shared spaces and also explained that people don't follow the laws. He could not account for his employees not using masks, nor could he imagine actually complying with the law by requiring guests to mask themselves, the way an airline requires travelers to mask, with employees whose charge it is to keep the area safe.
